Career guidance prog for students begins at RGU

ITANAGAR, Oct 7: A two-day personality devlopment and career Guidance Programme  for students and research schoolars began here today at RGU conference Hall.

The programme is being conducted by the Career Counselling Cell, RGU in collaboration with Perfect Trainer, Guwahati.  Bhargav Kumar Baruah, a resource person from Perfect Trainer presented a powerpoint presentation on personality deveopment. He also provided some important and vital tips on improving one’s personality and skills to face interview.

Students from various departments such as Education, History, Hindi, Political Science and Tribal Studies enthusistically took part in the programme. They also intracted with the resource persons and put forwarded their queries.

Earlier, Prof. R.C. Parida, Coordinator, Career Counselling Cell, RGU cum HoD Commerce said the programme is being conducted to enhance skill and development of personality of the students  to face the  hurdles in this competitive world. (Students of Mass.Com)

 

No alliance with NPF: BJP

ITANAGAR, Oct 7: The state unit of Bharatiya Janata Party (BJP) has said that the party was ignorant about former MP Tapir Gao’s alleged role in promotion of Naga People’s Front in Arunachal Pradesh.

Reacting to the news item published in some local dailies that Gao had a role in promotion of the Naga political party in Arunachal Pradesh, state BJP clarified that the entire state BJP team was unaware of the role of Gao in connection with the said allegation.

“The party was in alliance with NPF in the last Assembly elections in the state of Nagaland but not with the Arunachal Pradesh state BJP,” the party said in a release.

“Neither the party has taken up the issue of any political alliance with NPF in the state of Arunachal Pradesh nor did it discuss the issue in any party forum. The allegation revolving around Tapir Gao is totally unknown to the state BJP and the party has nothing to do with it,” the release said. Earlier, Gao had rubbished  allegations leveled against him as baseless and unfounded.

Sainik School entrance exam

ITANAGAR, Oct 7: All India Sainik schools entrance examination  for the season 2014-15 will be conducted at three centers in Nagaland at Khomia, Dimapur, Punglwa ( School Campus) and two centers in Arunachal Pradesh at Itanagar and Tawang for admission of boys to class VI & Class IX in Sainik School, Punglwa.

The written part of the said examination will be held at designated centres on January 5, 2014 from 9 AM. The last date for receiving  the filled –in application will be on 7th Dec’2013. Interested students may visit www. sainaikschool punglwa. nic.in for further information. DIPR

 

6 houses gutted down at Seba village, Orgs appeal for relief

ITANAGAR, Oct 7: At least six dwelling houses were reportedly gutted down in a devastating fire  at Seba village under Pijeraing circle of East Kameng district on Oct 5 last. The fire mishap broke out around 3 pm when villagers were busy at paddy field.

All belongings such as ornaments and other valuable materials were reduced to ashes during the fire accident. The source of fire  is yet to be ascertained. Meanwhile East Kameng Middle Zone Students Union (EKMZSU) and Nanghee, Natung, Moya Tacha Welfare Society today jointly appealed to the district administration to provide immediate relief funds to the fire victims. In a release EKMZSU said that properties of dwellers could not retrieve during the mishap. “The fire victims are staying in temporary makeshift, so district authority should provide relief and rehabilitation” said Mama Natung a society member.

 

Over 1000 treated in mega eye camp

ITANAGAR, Oct 7: Mahabodhi Old Age Home in collaboration with District Hospital Tawang organized the first ever mega free eye camp at District Hospital, Lumla PHC and Jang CHC from October two to five.

The eye health team from RK Mission Hospital here led by Dr. Lobsang Tsetim screened over 1000 patients and conducted eye surgery on 77 patients during the four days camp. Over 500 patients were given sunglasses/spectacles and medicines free of cost. The patients were also provided free transportation services by GREF, SSB and ITBP stationed at Tawang during the four day camp. The patients were also provided food by the organizer.

 

Training on youth leadership held

ITANAGAR, Oct 07: Altogether 40 youths participated in three-day training on youth leadership and community development held at Chimpu here which concluded today.

It was organized by Nehru Yuva Kendra Sangathan (NYKS) in collaboration with Jarkum & Yania Charitable Society.

After its inaugural function, both the guests, deputy director, Nehru Yuva Kendra Sangathan, Deepankar Nath and general secretary, Lok Sabha Youth Congress, Hake Tako stressed on leadership development of the youths and its service for community development for safe and clean society.

Teachers from government schools and NGO workers were the resource persons on the occasion.

 

Mass social service conducted

YINGKIONG, Oct 7: The Yingkiong Women Welfare Society in coordination with the district administration and all heads of offices conducted a mass social service in Yingkiong bazaar area on October 5 last. The three hours long social service, which is a part of the mission – clean Yingkiong town, was participated by Society members, Govt officers and  officials of various departments besides the  shopkeepers of both upper and lower markets. They cleaned their respective locations, drains, sewerage.  The labourers of urban department played active role in the  social service.

 

Compensation demanded

ITANAGAR, Oct 7: All Kimin Kakoi Youth Welfare Association (AKKYWA) has demanded the NEEPCO authority at Yazali in Lower Subansiri district to provide adequate compensation to the family of late Nabam Sarbang.

AKKYWA alleged that Sarbang was swept away by Ranganadi after dam water was released without alerting the downstream people. His body was recovered from Dejoo in North Lakhimpur, Assam yesterday evening.

Claiming that Sarbang was the lone bread winner of the family, AKKYWA further demanded the NEEPCO authority to provide a regular job to the son of the deceased within a week.

 

YOMA demands shifting of office

ITANAGAR, Oct 7: The Youth Organization Movement of Arunachal (YOMA) has demanded  immediate shifting  of the office of department of Hydro Power Development  from New Delhi to Itanagar.

In a letter submitted to the chief minister, it said, we want to know under what procedure the office has been established at New Delhi as we do not see any beneficial aspect of its functioning.

 

12 PKLAPF threatens stir

ITANAGAR, Oct 7: The 12th Pakke Kessang Land Affected Peoples’ Forum (12 PKLAPF) has questioned on the silence of the local MLA, PRI leaders and intellectuals of its area on the issue of the alleged irregularity in disbursement of land compensation of Trans Arunachal Highway under the jurisdiction of Pakke Kessang constituency.

Why are they mum on the issue?, it asked adding, whereas the general public especially the poor and the helpless villagers are being deprived.

Reiterating for reconstitution of committee members in connection with the re-survey of properties and re-assessment of actual land affected areas and also for a re-verification team to unearth the ground reality of the issue, it warned of resorting to legal course of action as well as democratic movement if the demand is not fulfilled.

 

Cooperation of political parties sought for error free electoral rolls

ZIRO, Oct 7: A consultative committee meeting of all political parties of Lower Subansiri district was held here today. Addressing the members Nending Chatung sought the co-operation of all the political parties to the district election machinery during the ongoing special summary revision program. He also requested them to appoint Booth Level Agents (BLAs) in all polling stations under ECI’s  guidelines along with authorization letter from the State Party presidents. Stating multiple enrollments in more than one place and enrolment of underage persons in the photo electoral roll as severe electoral offences, he advised the party representatives to abide by the ECs guidelines.

Highlighting the members regarding SVEEP (Systematic Voter Education and Electoral Participation) he informed that campus ambassadors have been appointed in schools to familiarize and publicize the youths in the age group of 18-19  years with the electoral process and maximize participation during the general elections. 5th State level Chess tourney at Yazali

ZIRO, Oct 7: All Lower Subansiri Chess Association (ALSCA) has decided to organize the 5th State Level Chess Tournament at Yazali, Lower Subansiri district on November 8.

The tournament will be conducted for open, veteran and Boys and Girls U-15, U-19 categories.

An organizing committee has also been constituted for smooth conduct of the tournament.

Tuki seeks fund for skill development prog for youths

NEW DELHI, Oct 7: Chief Minister Nabam Tuki urged Union Minister for Development of North Eastern Region (DoNER) Paban Singh Ghatowar to allocate funds to the state for Skill Development, Capacity Building and Training Programmes for the benefit of youths of the state.

While apprising the Union Minister of the special thrust given by the state government for employment generation and skill development activities, Tuki said that he was committed to his target of generating one lakh employment within the stipulated time frame. He reiterated that the support of Ministry of DoNER and the North Eastern Council is essential to meet the aspirations of the youth of the state who have the potential to make their careers in multiple sectors.

Lauding the skill development initiatives of the State Government, the Union Minister assured that he would convene a meeting of high level officers of the Ministry tomorrow to discuss the scope of allocation of funds for skill development activities in Arunachal Pradesh.

In the meeting which lasted more than an hour here today, both the leaders discussed and reviewed the status of infrastructure projects funded by DoNER in the state.

It may be mentioned here that upon the insistence of the Chief Minister, DoNER has recently taken steps for speedy implementation of projects in the state by expediting the techno economic clearances pending with the central government line Ministries like Ministry of Road Transport and Highways, Ministry of Urban Development etc. Joint Secretary of DoNER, V.B Pathak and Political Secretary to CM Bamang Tago were also present in the meeting.

 

 

Ringu calls for collective efforts  forimplementation of domestic violence Act

ITANAGAR, Oct 7: Arunachal Pradesh State Commission for Women (APSCW) chairperson   Gumri Ringu today  called upon the state Govt and  civil society to make collective efforts for implementation of  Protection of women from  Domestic Violence Act – 2005 in letter and spirit. Ringu was addressing  the Govt officers and officials  at the  inaugural function of the   three days Sensitization Training Programme on “Domestic Violence Act &Various Govt. Provisions for Women”  at Administrative Training Institute, Naharlagun  today. Altogether 22 participants comprising of Administrative Officers holding magisterial function in the level of COs/EACs  and other Govt stake-holders like CDPOs/DD  and Police  officers are participating in the programme which is being conducted under the 100 per cent  course fee assistance of DoPT, Govt, of India under its plan training assistance 2012-13.

Lamenting over the  increasing atrocities  and  crime against women both at national level  and  in North East States, Ringu pointed  out that as per the census of 2011, the crime rate against women have increased by 40% which is alarming.

The Chairperson requested all the protection officers as well as police  and judicial officers to be pro-activate in this regard  and at the same time urged  victims as well as their close relatives to come forward to lodge complaint  in case of serious domestic violence against them. Ringu  disclosed that one of her main objective is to sensitize all Govt. functionaries specially the judicial officers, middle & lower level  Govt staff about the important legal provisions  under “Domestic Violence Act/Rule”. Earlier, the Director (Training) said   this issue based training on Domestic Violence Act is conducted to benefit the working women and to generate awareness about their legal protection right against harassment at working places including domestic violence against them.

Kena seeks Govt intervention forexclusion of Arunachal’s villages from MAC

ITANAGAR, Oct  7: Arunachal Pradesh Legislative Assembly Deputy Speaker Jomde Kena today  sought intervention of the state Govt for exclusion of the Arunachal’s villages from the  Mishing Autonomous Council.  

Kena, who called on Chief Minister Nabam Tuki and Lok Sabha MP Takam Sanjoy  today,  apprised them  of  prevailing situation in Assam-Arunachal boundary area and  appealed them to take up the issue with Assam counterpart for exclusion of villages from MAC.

In a release  Deputy Speaker Kena  said that earlier he had also persuaded the  state Govt to take up the matter  for exclusion of some indigenous Arunachalee tribal villages from the  notified MAC area. Accordingly,  the then principal secretary (Home) Tabom Bam had sent fax message to the Commissioner  and Secretary (Home), Government of Assam, urging  the  Assam Govt to set aside the order No.CAN/PA-71/95/162 Dtd.15/07/2005 issued by Commissioner of North Assam Division, Tezpur and to exclude Durpai, Champak, Chojo, Sogum, Pompek, Maji, Mingma, Ruti, Hime, Germe, Rate, Torajan, Siloni, Gagar, Jipu, Silli, Liche, Balisori, Kangku, Liapulia, Barojan, Telam , Adi Tako, Debi Detak, Dipa, Dimo, and Pale villages  under  Arunachal’s territory from MAC, he said.  “But  no action understood to have been taken by the Commissioner and Secretary (Home), Government of Assam to exclude the mentioned indigenous villages of Arunachal Pradesh from the list of MAC. Objectionably in the recently held Mishing Autonomous Council election - 2013 all these traditional indigenous tribal villages under territorial boundary of Arunachal Pradesh have been allowed to remain under MAC,”  Kena  said.

 

 

ACF for implementation of MsDP in letter and spirit

ITANAGAR, Oct 7: Arunachal Christian Forum (ACF) has urged the Government of Arunachal Pradesh to implement the MsDP in letter and spirit as per the GOI guidelines to meet its objectives.

The much talked MsDP is already implemented in tribal states like Meghalaya, Nagaland and Mizoram without any adverse fallout on the tribal nature of those states, said ACF in a release.

Brushing aside the fears expressed by certain sections of the society on the impact of implementation of MsDP in Arunachal Pradesh in its emergency meeting held under the chairmanship of Rev Dr. Nyakdo Tassar on October 5, ACF informed that as per clarification issued by the Government of India, Ministry of Minority affairs to a query from ACF as to the identity of the beneficiaries of MsDP, all Christians (SC/ST/OBC) are eligible to MsDP.

The ACF also unequivocally condemned the insinuation of IFCSAP that Christians of Arunachal Pradesh should give up ST rights for being Christians.

“Their claim that any individual of Arunachal Pradesh, who benefits from MsDP will have to surrender ST certificate and will not be able to contest even a Gram Panchayat election in Arunachal Pradesh shows ignorance of settled laws of the country,” the release said. “The Supreme Court of India is very clear on this issue,” the release said quoting that “We, therefore, are of the opinion that although as a broad proposition of law it cannot be accepted that merely by change of religion a person ceases to be a member of schedule tribe.”

“1971 to 1990 was the darkest period of human rights violations in the state of Arunachal Pradesh,” the ACF release said and questioned the agenda behind IFCSAP seeking the implementation of the Arunachal Pradesh Freedom of Religion Act 1978.

“Are they trying to raise the ugly head of communalism and religious intolerance and bring back the dark days of persecution of Christians? Any such attempt in 2013 would be a misadventure,” ACF said.

Questioning the role played by Nyishi Elite Society (NES) in this discussion on MsDP, ACF wondered if NES was authorized by all its members to give full support to take part in the ‘anti-Christian’ agenda of IFCSAP, the release said.

ACF appealed to IFCSAP not to stir up a hornet's nest by taking up an anti-Christian stance that may affect peaceful coexistence of all tribes, castes, communities and religion.

 

 

Capital DC for strict enforcement of HSRP

ITANAGAR, Oct 7: Capital Complex Deputy Commissioner Sanjay Goel today stressed on strict implementation of the High Security Registration Plate (HSRP) in Capital Complex.  Presiding over a meeting held at his chamber today to discuss various issues relating to traffic management and enforcement of High Security Registration Plate in Capital Complex, the DC informed the house that HSRP registration had already been started in Capital Complex since Oct 27, 2012 with almost ending of the AR-01E series but many vehicle owners are still found using the old system of vehicle number plates in F, G and AR-02 series.

The meeting was attended by SP Capital S P Kuruvilla, Asstt. Commissioner Pooja Jain, Dy SP (Traffic), SDPO Itanagar, OC Itanagar and OC(Traffic).

Citing that the earlier drive carried out by the Capital Administration along with the Capital Police to remove black films from vehicles  had achieved almost 90 per cent success,   he urged the Capital and DySP (Traffic) to carry out similar drives to check HSRP also.  He also asked the SP Capital to deploy traffic wardens at all the locations for proper management of traffic.  He also urged them to carry out regular drives to check the documents like driving license, registration number, fitness certificate etc of the drivers and the vehicles and to check illegal parking of vehicles.

He further asked the DySP (Traffic) and SDPO Itanagar to regularly brief their traffic wardens which will help boost their morale. The SP along with his officers assured all out cooperation from their side to get rid of such traffic related nuisances. DIPRO

 

 

All-tribe festival 2013 ends with colourful note

SHILLONG, Oct 7: A four days 5th Arunachal All Tribes Festival 2013 being organized by Arunachal Students Union Shillong finally drawn its curtain today after colourful cultural presentation of students of  all tribes. The all tribes’ festival is being celebrated every year with its motto of “oneness” among Arunachalee residing in Shillong, beside to maintain unity among the students of all Arunachalee tribes.

Attending the third day which also called Cultural Day of the festival on Sunday, Finance, PWD and Planning Minister Chowna Mein along with former NESO GS Gumjum Haider  said that all tribes’ festival is path breaking ideas to imbibe sense of unity and fraternity among the Arunachalee people particularly students community residing in Meghalaya. He further said the festival is important platform to showcase the state rich cultural and traditional value. Mein also inspected NEFA building and Circuit House and assured to appraise the Arunachal government for its renovation and maintenance.

Attending the closing ceremony today Parliamentary Secretary RWD and Supply Transport Kumar Waii said that study should be prime goal of every student, apart from the festival. Waii also called upon students to carry forwards theme of “oneness” among Arunachalee in outside the state to maintain communal harmony.

Earlier, the  Minister UD, Housing, and Town Planning & Fisheries Rajesh Tacho along with Arunachal Pradesh Building & Other Construction Worker Welfare Board Chairman Jalley Sonam  declared the festival open on 5th October amid cultural fervour and gaiety. Various activities like cultural, literary and sports took place to mark the festival.

 

 

Cancel ‘minority certificates’, says SUMA

ITANAGAR, Oct 7: Students Union Movement of Arunachal (SUMA) has appealed to all citizens of Arunachal Pradesh to refrain from obtaining ‘Minority Certificates’ to avail benefit under various minority schemes.

“Once we are certified as minority we will not only lose our ST status but also all other ST facilities, like job reservation, admission quotas in educational institutions, like medical, engineering, inner line system etc,” SUMA in a release said.

Since Arunachal Pradesh is a state fully lived by indigenous tribal people there is no question of minority in Arunachal Pradesh, SUMA observed. It also said that Scheduled Tribe Christians, Buddhists etc are not minority here.  The term Minority is mostly applicable in mainland India where Hinduism dominates, the release said.

SUMA demanded the authorities concerned to immediately cancel all those minority certificates issued so far and retain their earlier ST status as the minority issue may jeopardize the integrity and peaceful coexistence of the people in the state.

Beside, SUMA reiterated its earlier demand not to issue Permanent Residential Certificate (PRC) to non-APSTs.

 

 

STCDC calls for solution to Seppa power problem

ITANAGAR, Oct 7: Seppa Town Colonies Development Committee (STCDC) has appealed to the authority concerned to immediately solve the crippling power problem in Seppa, the district headquarters of East Kameng.

Informing that severe electricity problem for the last couple of  months has thrown Seppa people’s life out of gear, STCDC chairman Sundro Sonam (Waii) urged the elected representatives of East Kameng district to prevail upon the Government so as to end the crippling power problem.

The chairman also urged the authority to supply sufficient drinking water and ration in the district headquarter.

“There was acute shortage of water supply and ration items in the district,” the chairman claimed and alleged selling of ration item (rice) at high and exorbitant rate by fair price shops (FPS). Despite repeated pleas by the committee to tackle shortage of water and ration items, nothing has been done in this regard by the authority, the STCDC chairman rued and threatened to launch series of democratic movements at Seppa if the demands are not met at the earliest.

 

 

Dirang mega eye camp concludes with free spectacle distribution

DIRANG, Oct 7: The MON-SEDO (Mon Socio-Economic Development Organization) sponsored ‘Free Mega Eye Screening-cum-Surgery Camp’ concluded here today with distribution of 174 spectacles to patients free of cost.

The camp was organized in collaboration with Rama Krishna Mission Hospital, Itanagar. During the camp, a record 608 patients were screened and 46 surgeries performed in which 39 were Cataract and 7 others eye related surgeries performed by 12 member team of doctors from RKM, Itanagar led by senior ophthalmologist Dr. Lobsang Tsetim at CHC, Dirang.

In his concluding speech, MON-SEDO secretary Sangey Tsering while expressing gratitude to Parliamentary Secretary Science and Technology and  local MLA Phurpa Tsering for supporting the event, also expressed his gratitude to former Dirang ZPM Dor Tsering, who is also president of the society. ‘The camp was organized by him and was his brainchild’, he remarked. Tsering also expressed his gratitude to local administration and CHC Dirang for helping the organisation to conduct the programme successfully.

Similarly during last year in September, the society in collaboration with NRHM and District Health Society, Bomdila had also conducted a “Mega Free Medical Camp’ at Thembang where more than 180 patients were treated  by a team of doctors from Bomdila General Hospital led by the then DMO, Dr.Wangey. Free medicines were distributed to patients and remaining was donated to Thembang Health Centre.

 

 

APCU technical wing hands over five community Dere to villagers

Aalo, Oct 7:  Transport and Cooperation Minister Jarkar Gamlin accompanied by Y. Ango ZPM Aalo East Lower, Tapun Taki DACO, host of Panchayat and public leaders witnessed the handing over of two double storied RCC  community hall at Tarsu Mobuk and Police Colony, two RCC hall each at Gaur Hill  and Eyi village and one SPT hall at Hiker Gumin Upper by Er. J. Bora Executive  Engineer, Arunachal Pradesh Cooperative Union, Technical Wing amid applause  recently.

The assets were handed formally to the village/colony authorities with the involvements of signatories from Govt. Agency, officers, panchayat  leaders and Head Gaon Burahs.

Speaking at different locations, the Minister said that Community Hall is the epicenter of socio-cultural and religious congregations of the villagers and need  permanent structure to do away the recurring expenditure and drag on the state  exchequer for repair and reconstruction from time to time.

These constructions made available from first phase of SPA are part of the commitment made by the Minister for the people of Aalo East to provide permanent structure and proper  road connectivity up to the community hall wherever needed. He appealed the Executing Agency and contractors to ensure quality of work while taking up the  sanctioned black topping road end to the Dere by forming committee at the village.  People and the Executive Agency should realize his well conceived idea of creating durable assets in his area and the entire hard managed fund from the Govt. should be used judiciously to mitigate the real needs of the people, he said. Irregularity in Rural Housing scheme alleged

RUKSIN, Oct 07: The Rural Housing Scheme under SPA in Pasighat-West assembly constituency has been shrouded in controversy.

According to information available, the state’s Rural Development Department, by its order vide No- CD (PLG) 278/2011(SPA) dated August 29, 2011 granted an amount of Rs 3. 73 crore for construction of 150 ‘Integrated Bamoboo Based -Type Rural Houses’ within the villages falling under West- Pasighat assembly constituency during 2010-11 under SPA scheme.

The Ruksin Block Development Office under District Rural Development department, which executed the construction work, has already submitted the completion report against the 150 rural houses constructed in different villages under Ruksin, Sille-Oyan and Bilats circles.

Substantial information reveals that the implementing agency fully utilized the money released under the project for construction of all 150 houses within the allotted area.

Officials informed that implementing department bore 90 percent expense while the beneficiaries concerned are bound to contribute the remaining 10 percent money.

It is alleged that the housing scheme, instead of giving relief to the beneficiaries is causing hardship.

When enquired, some beneficiaries said that they were unable to afford the cost of bamboo works costing about Rs. 24,000 (10 percent of the total fund allotted against each house).

Some conscious persons of the area also raised question over transparency of the housing scheme.

Cong party workers urged to strengthen party

ITANAGAR, Oct 7: All India Congress Committee secretary cum Arunachal in-charge Dr. K Jayakumar today exhorted the party workers to work tirelessly to sweep the ensuing Parliamentary and Assembly Elections in the State.  K Jayakumar was addressing the party workers at the coordination meeting of the City Congress Committee, BCC and elected Panchayat leaders of 13-ltanagar Block at Rajiv Gandhi Congress Bhawan here yesterday evening.  The AICC secretary also briefed on the  achievements  and contributions of UPA-I and II Govt  towards nation’s development and  welfare of the  people.

Chief Minister Nabam Tuki in his speech said that State Govt is properly implementing various flagship programmes of UPA-I & II in every nook  and  corner of the state. He appealed the party workers to maintain unity  and  discipline to strengthen the party and for proper coordination between the party and the Government. He also appealed them to create awareness in their respective areas about various developmental schemes taken up the State Govt for the benefit of Aam Admi. He further informed that 9000 youths have been nominated in the recently concluded Job Mela and 900 have already got placement  in various agencies. He called the youths to take benefits from such initiatives taken up by the State Govt from time to time. Among others, Itanagar MLA Techi Kaso,  CCC president Kipa Babu,  Itanagar Chief Councillor Higio Aruni, APCC general secretary B.C Tok and Techi Tolu, ZPM, 1-Borum, Itanagar also spoke on the occasion.

All the CCC/BCC office bearers and newly elected Panchayat leaders of ltanagar block along with frontal organizations and party workers attended the meeting.

 

 

4th State Level Shoto-Kan Karate Do Championship

Sonoliyang and Yadi adjudged Men’s and Women’s champions

ITANAGAR, Oct 7: The 4th State Level Shoto-Kan Karate Do Championship, 2013 was held at Rajiv Gandhi Stadium, Naharlagun on October 4 and 5.

Nikam Sonoliyang and Rei Yadi were adjudged Men’s and Women’s champions respectively.

Altogether 181 players and 25 officials from various districts and clubs, including Hq, Naharlagun, RK Mission (Itanagar), Sangey Lhaden Sports Academy, SAI SAG Centre, Naharlagun, participated in the championship.

The closing ceremony was attended by local MLA Techi Kaso, former Tali MLA Takam Sorang and former ZPM and sponsor of the championship Tarang Tagru.

The tournament was conducted under the guidance of Sensai S Deven Sharma (chief judge) and Sensei Tai Hipik, President, Arunachal Pradesh Shoto-Kan Karate Do Association.

The medal winners are:

Parl. Secy inaugurates PHC, BSNL tower

KHONSA, Oct 7: The Parliamentary Secretary for DoTCL and SWWCD Yumsen Matey on Oct 4 inaugurated a PHC and a BSNL Tower at Dadam village in presence of the Tirap DC Kamlesh Kumar Joshi.

In his inaugural address Matey congratulated the people for having the long-felt needs, a PHC and a BSNL Tower which would be great assets for the villagers. He asked the people to co-operate with the state government for speedy development on all fronts.

He told the cheering villagers that a bus would be sanctioned from DoTCL for Dadam to Khonsa service adding that it would help the commuters immensely. Matey also said that a proposal had been sent to the government by him and the DC to include Dadam under BADP.

Deputy Commissioner Kamlesh Kumar Joshi asked the people to work hard and appreciated the Parliamentary Secretary for his effort. The DC assured of all possible help and support from the district administration and told the villagers to let him know their problems from time to time.

Earlier, the DMO, Dr. K. Perme highlighted about the newly inaugurated PHC and hoped that the PHC would cater to the medical needs of the people. He profusely thanked Yumsen Matey for his tireless effort in creating the PHC which had been a long-felt need and demand of the people.

The chief and the GBs  appreciated the Parliamentary Secretary for ushering in unprecedented development in the area and reposed their unflinching faith in his leadership. HoDs, PRI members and public leaders attended the meeting.   DIPRO

Steps to  achieve renewable energy targets

In a significant move, India's Ministry of New and Renewable Energy has taken up with the Ministry of Power the suggestion to include the fulfillment of RPOs (Renewable Purchase Obligation) by the states as a mandatory condition for their support under the financial restructuring scheme of State Discoms. Dr Farooq Abdullah, Minister of New and Renewable Energy, has recently said this in a letter to Dr. Sanjay Jaiswal, Member of Parliament and the Convener of Climate Parliament India Steering Committee. Climate Parliament is a network of cross-party Parliamentarians working to promote renewable energy.

Dr Jaiswal in his letter to the Minister regarding the 'enforcement of RPO compliance and the review of REC mechanism' suggested the inclusion of RPO fulfillment in the financial restructuring scheme of State Discoms. The MP has also suggested the promotion of voluntary purchase of REC (Renewable Energy Certificate) of CPSEs (Central Public Sector Enterprises) under the Ministry of Power and the incentives for the states' achieving RPO targets.

The National Action Plan on Climate Change (NAPCC) prescribes a 15 per cent renewable energy target for the country. To achieve this target at the national level, the states have to set up RPO targets and ensure that these targets are timely met. The Government has also introduced the Renewable Energy Certificate (REC) mechanism for aiding the states to meet their targets.

In his letter Dr. Sanjay Jaiswal stated that the State Electricity Regulatory Commissions (SERCs) in most of the states are not ensuring strict RPO compliance on utilities and other obligated entities. Nearly all the states have set RPO targets, yet most of these targets are not in line with the NAPCC target at the national level. There is also a lack of an efficient mechanism for monitoring the RPO compliance in different states.

Seppa in news for wrong reasons again

Dear Editor,

Through the esteemed column of your daily I would like to lament over the recent case of clash between security forces and public that shook our place with another huge blow .When very denizens of the town were already in furring frustrations because of their place being engulfed in darkness because of given tag of "NO ELECTRICITY ZONE" for more than two months. Time and again these CRPF officials who are meant to protect and provide security to people are involved in violence activities. It's an open truth that CRPF jawans never accepts our people and place as theirs. They are deported here in our place with no proper awareness about our people and mindset.

They treat our people in a way they do towards mainland Indians and expect that our people would react them with the same and when we don’t react the way they want, they beat up brutally anyone committing even minor mistakes. But, who will tell them that this is our land, we have different habit, nature and mindset unlike those of mainland Indians (I obviously am not supporting the wrong doers by saying this). As a child, growing up in Seppa I have witnessed many such incidents in the past in which these CRPF personnel’s behaves more like a goon and beat up those innocent walking pedestrians on roadside for someone else's fault. It was ok for me till that age but now I know my rights and I obviously will retort to any such incident taking place in front of me and so will our people, as they now know their rights. Stone pelting at officials is condemnable but these CRPF jawans also needs to understand the mindset of people and act accordingly if they really want peace to prevail. As I believe this saying applies to them too "BE THE ROMAN WHEN YOU ARE IN ROME".

Delay in declaring result gives tough time to candidates

Dear Editor,

I would like to share my views through the column of your esteemed daily regarding delay in declaring written examination results for the post of UDC in the department of PWD, capital circle, Itanagar. The said exam was conducted on 27th and 28th April, 2013. But seven months has passed still there is no any news regarding the declaration of results.

Examples-Other departments like- Police, Education and another administrative departments conduct exams and declare results within few days, then why department of PWD is taking so long?

Through this letter, I want to ask the particular concerned Minister and Head of department of PWD Govt, of Arunachal Pradesh when they will declare results. Or have they filled this post through backdoor appointment? How long we will have to wait for the written examination result? And who will bear cost for our paper work money like- challan, Xerox papers, passport pictures etc.?

This type of delay in declaring exams results are directly or indirectly to kill all those unemployed candidates hailing from poor family background. Such situation demoralizes the unemployed youths.

Therefore, it is my earnest appeal to concerned Minister and Head of department of PWD Govt, of Arunachal Pradesh to intervene in this matter and declare the written results at the earliest.

Release fund in right time

Dear Editor,

Through your esteem daily, I would like to draw the kind attention of concerned authority of the education department regarding the implementation of RTE and CCE for effective and qualitative education in the school for the benefit of children.

Now a day, the department organizes various programmes such as seminars, workshops, conference, training etc. on particularly girl’s education and attainment of cent percent literacy rate in the state and country. The participants in the programmes including Minister, Commissioner, Secretaries, Directorates, DDSE of district, BEOs’, BRCC, CRC, NGOs’ PRI, team of officials from centre etc. It is very much appreciable job being carried out by the department to organize such valuable programmes for the improvement of children’s education system.

But here, it is my views that it will be better if it includes the Principals, Headmasters, and Teachers of the schools as participants in such valuable programmes. As the head of institution and teachers are the ultimate implementing body who directly deals with the practical experience particularly behavior of students, obstacles and difficulties in teaching-learning processes in the classrooms, availability or non-availability of resources (materials) and other basic infrastructure facilities in school campus. It will be more effective that after organizing such programmes, the team of high ranking officers should visit and inspect the school to study the stock of ground reality of the school affairs particularly availability and non- availability of basic infrastructure facilities under the provision of RTE, so that such a valuable programmes should not be left on paper only rather make it more meaningful to fulfill the provisions under the RTE and to achieve the set goal of qualitative education.

For effective implementation of provisions under the RTE and to give qualitative education, it needs sufficient resources and fund to procure required teaching-learning materials and other basic infrastructure facilities. In regard when the head of the institution approaches higher authority for timely supply of materials and resources, their reply is only that ‘fund has not been released and it comes from the centre’. During the time of resource crisis in the school, the school authority and the teachers have to spend some amount of money from their own pockets for sake of school to run the academic routine smoothly and regularly.

In view of above cited difficulties, it is earnest request to the concerned authority of education department to supply the teaching-learning materials and sanction the fund in time either in the beginning of the session or vacation period in order to manage the materials in advance. The release of fund in the end of the session is equivalent to punishment for no fault. So, the department must viewed it seriously and initiate appropriate action to ovoid such unnecessary hardship or obstacles in teaching- learning processes in the school.

Injustice to local entrepreneurs of capital complex by deputy commissioner (capital)

Dear Editor,

Through esteemed column of your daily, let me highlight the grievances faced by the Local Entrepreneurs of Capital Complex, Itanagar. We  prepared a Detailed Project Report(DPR) for various food processing units in order to get financial assistance  for establishing Food Product Industries in the State for the first time under the National Mission for Food Production(NMFP) sponsored by the Ministry of Food Processing Industries, Government of India, New Delhi and as such the State Level Empowerment Committee (SLEC) had formed District Level Screening Committee under the Chairmanship of All Concerned Deputy Commissioner of  each districts respectively for onward submission of the DPR to the Central Government. Further, following the norms, all the DPRs of the concerned districts has already been forwarded to the Ministry of Food Processing Industries, Government of India, New - Delhi by all concerned Deputy Commissioner except the Entrepreneurs from Capital complex, Itanagar. The Deputy Commissioner, Capital Complex instead of forwarding the DPR, had called an interview on 24.07.2013 and 02.08.2013 of which no results has been declared. But again he called for another interview 30.09.2013 without declaring the previous result. So the interview called on 30.09.2013 was boycotted by the All Arunachal Pradesh Entrepreneurship Development Association (AAPEDA) led by Chairman and the General Secretary of the Association.

Further, it is mandatory to mention herein that the there is no provision for conducting an interview for submitting a Detailed Project Report (DPR) under the guidelines of the Ministry of Food Processing Industries, Government of India, New Delhi. The Deputy Commissioner, Capital Complex need to know what is mean by the NMFP Scheme and educates himself in this matter. This unenthusiastic act by the Deputy Commissioner is void and discouraging the moral of the Local Entrepreneurs of the State. The so called Deputy Commissioner (capital complex) instead of boosting up and showing the right direction to the local Entrepreneurs, he is suppressing the interest of the young unemployed Entrepreneurs by implicating unnecessary directives and our files are still lying under his table.

So, I on behalf of ALL ARUNACHAL PRADESH ENTREPRENEURSHIP DEVELOPMENT ASSOCIATION (AAPEDA) would like to request Chief Minister to intervene in this matter at earliest.

Let us recognize good work

Dear Editor,

Through your esteemed daily, I would like to express my view about our ADM Mr. Talo Potom. At the outset let me be frank that I am one of beneficiaries of deeds of Mr Potom. I still remember how congestion, was V.I.P. /S.B.I. road. After assuming the office Mr. Potom widened that road much to the relief of people. That act earned him good reputation among public.

Who he is, how he was appointed? I don’t know but whoever selected him has selected a gem.

I have no idea about recruitment rules, but as a layman I think that if an officer remains in a same post for more than 10 or 12 years, he is getting salary of his higher promotional post. Suppose if that person is invited or deputed to other department definitely he is to get next higher post scale. Though he was A.E. at his parent department, by virtue of A.C.P./M.A.C.P. he is drawing the pay of Executive Engineer. Being a layman, I don’t see much wrong in this matter also. Lastly on behalf of common people I appealed the authorities to select only those people who are bold and act like him.
