No alliance with NPF: BJP
ITANAGAR, Oct 7: The state unit of Bharatiya Janata Party (BJP) has said that the party was ignorant about former MP Tapir Gao’s alleged role in promotion of Naga People’s Front in Arunachal Pradesh.
Reacting to the news item published in some local dailies that Gao had a role in promotion of the Naga political party in Arunachal Pradesh, state BJP clarified that the entire state BJP team was unaware of the role of Gao in connection with the said allegation.
“The party was in alliance with NPF in the last Assembly elections in the state of Nagaland but not with the Arunachal Pradesh state BJP,” the party said in a release.
“Neither the party has taken up the issue of any political alliance with NPF in the state of Arunachal Pradesh nor did it discuss the issue in any party forum. The allegation revolving around Tapir Gao is totally unknown to the state BJP and the party has nothing to do with it,” the release said. Earlier, Gao had rubbished allegations leveled against him as baseless and unfounded.

6 houses gutted down at Seba village, Orgs appeal for relief
ITANAGAR, Oct 7: At least six dwelling houses were reportedly gutted down in a devastating fire at Seba village under Pijeraing circle of East Kameng district on Oct 5 last. The fire mishap broke out around 3 pm when villagers were busy at paddy field.
All belongings such as ornaments and other valuable materials were reduced to ashes during the fire accident. The source of fire is yet to be ascertained. Meanwhile East Kameng Middle Zone Students Union (EKMZSU) and Nanghee, Natung, Moya Tacha Welfare Society today jointly appealed to the district administration to provide immediate relief funds to the fire victims. In a release EKMZSU said that properties of dwellers could not retrieve during the mishap. “The fire victims are staying in temporary makeshift, so district authority should provide relief and rehabilitation” said Mama Natung a society member.
Over 1000 treated in mega eye camp
ITANAGAR, Oct 7: Mahabodhi Old Age Home in collaboration with District Hospital Tawang organized the first ever mega free eye camp at District Hospital, Lumla PHC and Jang CHC from October two to five.
The eye health team from RK Mission Hospital here led by Dr. Lobsang Tsetim screened over 1000 patients and conducted eye surgery on 77 patients during the four days camp. Over 500 patients were given sunglasses/spectacles and medicines free of cost. The patients were also provided free transportation services by GREF, SSB and ITBP stationed at Tawang during the four day camp. The patients were also provided food by the organizer.

Mass social service conducted
YINGKIONG, Oct 7: The Yingkiong Women Welfare Society in coordination with the district administration and all heads of offices conducted a mass social service in Yingkiong bazaar area on October 5 last. The three hours long social service, which is a part of the mission – clean Yingkiong town, was participated by Society members, Govt officers and officials of various departments besides the shopkeepers of both upper and lower markets. They cleaned their respective locations, drains, sewerage. The labourers of urban department played active role in the social service.

ITANAGAR, Oct 7: All Kimin Kakoi Youth Welfare Association (AKKYWA) has demanded the NEEPCO authority at Yazali in Lower Subansiri district to provide adequate compensation to the family of late Nabam Sarbang.
AKKYWA alleged that Sarbang was swept away by Ranganadi after dam water was released without alerting the downstream people. His body was recovered from Dejoo in North Lakhimpur, Assam yesterday evening.
Claiming that Sarbang was the lone bread winner of the family, AKKYWA further demanded the NEEPCO authority to provide a regular job to the son of the deceased within a week.

Tuki seeks fund for skill development prog for youths
NEW DELHI, Oct 7: Chief Minister Nabam Tuki urged Union Minister for Development of North Eastern Region (DoNER) Paban Singh Ghatowar to allocate funds to the state for Skill Development, Capacity Building and Training Programmes for the benefit of youths of the state.
While apprising the Union Minister of the special thrust given by the state government for employment generation and skill development activities, Tuki said that he was committed to his target of generating one lakh employment within the stipulated time frame. He reiterated that the support of Ministry of DoNER and the North Eastern Council is essential to meet the aspirations of the youth of the state who have the potential to make their careers in multiple sectors.
Lauding the skill development initiatives of the State Government, the Union Minister assured that he would convene a meeting of high level officers of the Ministry tomorrow to discuss the scope of allocation of funds for skill development activities in Arunachal Pradesh.
In the meeting which lasted more than an hour here today, both the leaders discussed and reviewed the status of infrastructure projects funded by DoNER in the state.
It may be mentioned here that upon the insistence of the Chief Minister, DoNER has recently taken steps for speedy implementation of projects in the state by expediting the techno economic clearances pending with the central government line Ministries like Ministry of Road Transport and Highways, Ministry of Urban Development etc. Joint Secretary of DoNER, V.B Pathak and Political Secretary to CM Bamang Tago were also present in the meeting.

ACF for implementation of MsDP in letter and spirit
ITANAGAR, Oct 7: Arunachal Christian Forum (ACF) has urged the Government of Arunachal Pradesh to implement the MsDP in letter and spirit as per the GOI guidelines to meet its objectives.
The much talked MsDP is already implemented in tribal states like Meghalaya, Nagaland and Mizoram without any adverse fallout on the tribal nature of those states, said ACF in a release.
Brushing aside the fears expressed by certain sections of the society on the impact of implementation of MsDP in Arunachal Pradesh in its emergency meeting held under the chairmanship of Rev Dr. Nyakdo Tassar on October 5, ACF informed that as per clarification issued by the Government of India, Ministry of Minority affairs to a query from ACF as to the identity of the beneficiaries of MsDP, all Christians (SC/ST/OBC) are eligible to MsDP.
The ACF also unequivocally condemned the insinuation of IFCSAP that Christians of Arunachal Pradesh should give up ST rights for being Christians.
“Their claim that any individual of Arunachal Pradesh, who benefits from MsDP will have to surrender ST certificate and will not be able to contest even a Gram Panchayat election in Arunachal Pradesh shows ignorance of settled laws of the country,” the release said. “The Supreme Court of India is very clear on this issue,” the release said quoting that “We, therefore, are of the opinion that although as a broad proposition of law it cannot be accepted that merely by change of religion a person ceases to be a member of schedule tribe.”
“1971 to 1990 was the darkest period of human rights violations in the state of Arunachal Pradesh,” the ACF release said and questioned the agenda behind IFCSAP seeking the implementation of the Arunachal Pradesh Freedom of Religion Act 1978.

The all tribes’ festival is being celebrated every year with its motto of “oneness” among Arunachalee residing in Shillong, beside to maintain unity among the students of all Arunachalee tribes.
Attending the third day which also called Cultural Day of the festival on Sunday, Finance, PWD and Planning Minister Chowna Mein along with former NESO GS Gumjum Haider said that all tribes’ festival is path breaking ideas to imbibe sense of unity and fraternity among the Arunachalee people particularly students community residing in Meghalaya. He further said the festival is important platform to showcase the state rich cultural and traditional value. Cancel ‘minority certificates’, says SUMA
ITANAGAR, Oct 7: Students Union Movement of Arunachal (SUMA) has appealed to all citizens of Arunachal Pradesh to refrain from obtaining ‘Minority Certificates’ to avail benefit under various minority schemes.
“Once we are certified as minority we will not only lose our ST status but also all other ST facilities, like job reservation, admission quotas in educational institutions, like medical, engineering, inner line system etc,” SUMA in a release said.
Since Arunachal Pradesh is a state fully lived by indigenous tribal people there is no question of minority in Arunachal Pradesh, SUMA observed. It also said that Scheduled Tribe Christians, Buddhists etc are not minority here. The term Minority is mostly applicable in mainland India where Hinduism dominates, the release said.
SUMA demanded the authorities concerned to immediately cancel all those minority certificates issued so far and retain their earlier ST status as the minority issue may jeopardize the integrity and peaceful coexistence of the people in the state.

STCDC calls for solution to Seppa power problem
ITANAGAR, Oct 7: Seppa Town Colonies Development Committee (STCDC) has appealed to the authority concerned to immediately solve the crippling power problem in Seppa, the district headquarters of East Kameng.
Informing that severe electricity problem for the last couple of months has thrown Seppa people’s life out of gear, STCDC chairman Sundro Sonam (Waii) urged the elected representatives of East Kameng district to prevail upon the Government so as to end the crippling power problem.
The chairman also urged the authority to supply sufficient drinking water and ration in the district headquarter.
“There was acute shortage of water supply and ration items in the district,” the chairman claimed and alleged selling of ration item (rice) at high and exorbitant rate by fair price shops (FPS). Despite repeated pleas by the committee to tackle shortage of water and ration items, nothing has been done in this regard by the authority, the STCDC chairman rued and threatened to launch series of democratic movements at Seppa if the demands are not met at the earliest.

against the 150 rural houses constructed in different villages under Ruksin, Sille-
Substantial information reveals that the implementing agency fully utilized the money released under the project for construction of all 150 houses within the allotted area.
Officials informed that implementing department bore 90 percent expense while the beneficiaries concerned are bound to contribute the remaining 10 percent money.
It is alleged that the housing scheme, instead of giving relief to the beneficiaries is causing hardship.
When enquired, some beneficiaries said that they were unable to afford the cost of bamboo works costing about Rs. 24,000 (10 percent of the total fund allotted against each house).
Some conscious persons of the area also raised question over transparency of the housing scheme.
Alleging violation of SPA guidelines in the housing scheme, they said that 10 percent money should be funded by the state government instead of harassing the beneficiaries, the poor villagers.

Steps to achieve renewable energy targets
In a significant move, India's Ministry of New and Renewable Energy has taken up
with the Ministry of Power the suggestion to include the fulfillment of RPOs (Renewable
Purchase Obligation) by the states as a mandatory condition for their support under
the financial restructuring scheme of State Discoms. Dr Farooq Abdullah, Minister
of New and Renewable Energy, has recently said this in a letter to Dr. Sanjay Jaiswal,
Member of Parliament and the Convener of Climate Parliament India Steering Committee.

Dr Jaiswal in his letter to the Minister regarding the 'enforcement of RPO compliance and the review of REC mechanism' suggested the inclusion of RPO fulfillment in the financial restructuring scheme of State Discoms. The MP has also suggested the promotion of voluntary purchase of REC (Renewable Energy Certificate) of CPSEs (Central Public Sector Enterprises) under the Ministry of Power and the incentives for the states' achieving RPO targets.
The National Action Plan on Climate Change (NAPCC) prescribes a 15 per cent renewable energy target for the country. To achieve this target at the national level, the states have to set up RPO targets and ensure that these targets are timely met. The Government has also introduced the Renewable Energy Certificate (REC) mechanism for aiding the states to meet their targets.
In his letter Dr. Sanjay Jaiswal stated that the State Electricity Regulatory Commissions (SERCs) in most of the states are not ensuring strict RPO compliance on utilities and other obligated entities. Nearly all the states have set RPO targets, yet most of these targets are not in line with the NAPCC target at the national level. There is also a lack of an efficient mechanism for monitoring the RPO compliance in different states.

Through the esteemed column of your daily I would like to lament over the recent case of clash between security forces and public that shook our place with another huge blow .When very denizens of the town were already in furring frustrations because of their place being engulfed in darkness because of given tag of "NO ELECTRICITY ZONE" for more than two months. Time and again these CRPF officials who are meant to protect and provide security to people are involved in violence activities. It's an open truth that CRPF jawans never accepts our people and place as theirs. They are deported here in our place with no proper awareness about our people and mindset.
They treat our people in a way they do towards mainland Indians and expect that our people would react them with the same and when we don’t react the way they want, they beat up brutally anyone committing even minor mistakes. But, who will tell them that this is our land, we have different habit, nature and mindset unlike those of mainland Indians (I obviously am not supporting the wrong doers by saying this). As a child, growing up in Seppa I have witnessed many such incidents in the past in which these CRPF personnel’s behaves more like a goon and beat up those innocent walking pedestrians on roadside for someone else's fault. It was ok for me till that age but now I know my rights and I obviously will retort to any such incident taking place in front of me and so will our people, as they now know their rights. Stone pelting at officials is condemnable but these CRPF jawans also needs to understand the mindset of people and act accordingly if they really want peace to prevail. As I believe this saying applies to them too "BE THE ROMAN WHEN YOU ARE IN ROME".

Delay in declaring result gives tough time to candidates
Dear Editor,
I would like to share my views through the column of your esteemed daily regarding delay in declaring written examination results for the post of UDC in the department of PWD, capital circle, Itanagar. The said exam was conducted on 27th and 28th April, 2013. But seven months has passed still there is no any news regarding the declaration of results.
Examples-
Through this letter, I want to ask the particular concerned Minister and Head of
department of PWD Govt, of Arunachal Pradesh when they will declare results. Or have
they filled this post through backdoor appointment? How long we will have to wait
for the written examination result? And who will bear cost for our paper work money
like-
This type of delay in declaring exams results are directly or indirectly to kill all those unemployed candidates hailing from poor family background. Such situation demoralizes the unemployed youths.
Therefore, it is my earnest appeal to concerned Minister and Head of department of PWD Govt, of Arunachal Pradesh to intervene in this matter and declare the written results at the earliest.

Release fund in right time
Dear Editor,
Through your esteem daily, I would like to draw the kind attention of concerned authority of the education department regarding the implementation of RTE and CCE for effective and qualitative education in the school for the benefit of children.
Now a day, the department organizes various programmes such as seminars, workshops, conference, training etc. on particularly girl’s education and attainment of cent percent literacy rate in the state and country. The participants in the programmes including Minister, Commissioner, Secretaries, Directorates, DDSE of district, BEOs’, BRCC, CRC, NGOs’ PRI, team of officials from centre etc. It is very much appreciable job being carried out by the department to organize such valuable programmes for the improvement of children’s education system.
But here, it is my views that it will be better if it includes the Principals, Headmasters,
and Teachers of the schools as participants in such valuable programmes. As the head
of institution and teachers are the ultimate implementing body who directly deals
with the practical experience particularly behavior of students, obstacles and difficulties
in teaching-
For effective implementation of provisions under the RTE and to give qualitative
education, it needs sufficient resources and fund to procure required teaching-
In view of above cited difficulties, it is earnest request to the concerned authority
of education department to supply the teaching-

Injustice to local entrepreneurs of capital complex by deputy commissioner (capital)
Dear Editor,
Through esteemed column of your daily, let me highlight the grievances faced by the
Local Entrepreneurs of Capital Complex, Itanagar. We prepared a Detailed Project
Report(DPR) for various food processing units in order to get financial assistance
for establishing Food Product Industries in the State for the first time under the
National Mission for Food Production(NMFP) sponsored by the Ministry of Food Processing
Industries, Government of India, New Delhi and as such the State Level Empowerment
Committee (SLEC) had formed District Level Screening Committee under the Chairmanship
of All Concerned Deputy Commissioner of each districts respectively for onward submission
of the DPR to the Central Government. Further, following the norms, all the DPRs
of the concerned districts has already been forwarded to the Ministry of Food Processing
Industries, Government of India, New -
Further, it is mandatory to mention herein that the there is no provision for conducting an interview for submitting a Detailed Project Report (DPR) under the guidelines of the Ministry of Food Processing Industries, Government of India, New Delhi. The Deputy Commissioner, Capital Complex need to know what is mean by the NMFP Scheme and educates himself in this matter. This unenthusiastic act by the Deputy Commissioner is void and discouraging the moral of the Local Entrepreneurs of the State. The so called Deputy Commissioner (capital complex) instead of boosting up and showing the right direction to the local Entrepreneurs, he is suppressing the interest of the young unemployed Entrepreneurs by implicating unnecessary directives and our files are still lying under his table.
So, I on behalf of ALL ARUNACHAL PRADESH ENTREPRENEURSHIP DEVELOPMENT ASSOCIATION (AAPEDA) would like to request Chief Minister to intervene in this matter at earliest.

Let us recognize good work
Dear Editor,
Through your esteemed daily, I would like to express my view about our ADM Mr. Talo Potom. At the outset let me be frank that I am one of beneficiaries of deeds of Mr Potom. I still remember how congestion, was V.I.P. /S.B.I. road. After assuming the office Mr. Potom widened that road much to the relief of people. That act earned him good reputation among public.
Who he is, how he was appointed? I don’t know but whoever selected him has selected a gem.
I have no idea about recruitment rules, but as a layman I think that if an officer remains in a same post for more than 10 or 12 years, he is getting salary of his higher promotional post. Suppose if that person is invited or deputed to other department definitely he is to get next higher post scale. Though he was A.E. at his parent department, by virtue of A.C.P./M.A.C.P. he is drawing the pay of Executive Engineer. Being a layman, I don’t see much wrong in this matter also. Lastly on behalf of common people I appealed the authorities to select only those people who are bold and act like him.
